Office Hours

Planning:  All planning materials must be in the Clerk's office no later then two weeks prior to the meeting.  The Planner is not in house.  She will have regular hours the Tuesday after the submission deadline. She will contact you for an appointment.  Building Inspector:  Tuesdays 12:30 pm - 1:30 pm. If you wish to contact the Building Inspector for any reason, his hours are 7:00 am to 5:30 pm, Monday - Friday.

Site Plan/Plan of Operations:  This is needed for any new business in the Village.  If you are an existing business but are changing number of employees, times of operation, location of your business, etc, you will need to fill out the same form marked as an "amendment to plan of operations".  The cost of the Plan of Operations/Site Plan is $210.00.  If you are filling an amendment it will be $100.00.  We will need 11 copies of the plan of operations and site plan (certified survey map) showing the locations of all buildings, parking, septic, dumpster location, etc.  We will also need 11 copies of a floor plan showing the interior layout of the business. All materials must be in the Clerk's office two (2) weeks before the Plan Commission meeting. For form click her:  Plan of Operations.

Sign Permits:  If you need a sign for your new business we suggest that you apply for it at the time you apply for your site plan/plan of operations. The cost of a sign permit is $50 base fee and $.50 per square ft.  We will need 11 copies of the completed form along with a site plan showing the location of the sign and a drawing or picture showing the layout, color and size. Conditional Use:   If you need a conditional use for your business you will need to submit an Application for a Conditional Use Form to the Plan Commission.  The cost of Conditional Use is $300.00.  We will need 20 copies of this form and all supporting documents.  You will need to come before the Plan Commission.  A public hearing is then scheduled.  It will come back to the Plan Commission for recommendation to the Village Board.  The Board has final approval.  The entire process takes approximately two (2) months to complete.  For form click here:  Conditional Use Form

Rezoning:  If you want to rezone your property, you will need to fill out an Application for Rezoning Form. The cost of a Rezone is $250.00.  Return 20 copies along with 20 copies of a certified survey and legal description of the property to be rezoned.  You must first appear before the Plan Commission.  A public hearing is set.  Then back to the Plan Commission for recommendation to the Village Board.  The Village Board has final approval on all rezones.  A rezone has to be approved by ordinance at the Board level.  The entire process takes approximately two (2) months to complete. Extra Territorial CSM Review:  The State of Wisconsin gives all Villages and Cities the right to review all land divisions within 1 1/2 miles of it's borders.  The cost is $175.00 plus $15.00 per lot.  You will need to submit 20 copies of a CSM Review form with 20 copies of a certified survey map and legal description of the property to the Plan Commission. The Plan Commission will send it's recommendation to the Village Board.  The Village Board has final approval on all extra territorial CSM reviews.   CSM Review Form

Board of Appeals:  A variance is requested when a property owner wants to do something to this property or structure(s) on that property, that do not comply with the zoning code.  A Board of Appeals Application must be filled out and returned with all necessary paperwork. The cost is $250.00.  The Board of Appeals does not meet on a regular basis.  It must render a decision within 45 days of submittal of the paperwork to the Village Clerk.  Board of Appeals Form

NOTE: Ordinance 6.06 Charge  back of fees to Landowners Benefiting allows the Village charge back the following fee to landowners applying for any of the above services.

1. Fee of Village Professionals Charged Back.  Whenever either the Village Board, Village Clerk or other Village Official has authorized a property owner in the Village of Big Bend to contact the Village Attorney Engineer or any other of the Village's professional staff , if said contact results in a charge to the Village of Big Bend for that professional's time and services and said service is not a service supplied to the Village of Big Bend as a whole, then and in that event the Village Clerk shall, pursuant to the provisions of Section 66.60(16), Wis. Stats. Charges that service to said property owner for the fees incurred by the Village.

2. Fees Incurred for Certified Survey Maps and Subdivisions.  Professional fees incurred by the Village in approving certified survey maps and subdivision will all be charged back to the owner of the property upon which said certified survey map or subdivision is being developed.

3. Property Owner Allowed Time to Pay.  The Village Clerk shall give each property owner billed for current services as provided for herein a period of time not to exceed thirty (30) days to pay and thereafter if that charge remains unpaid, the Village Clerk shall automatically charge that delinquent bill against the current or next tax roll as a delinquent tax against the property as provided by law.  In the event the statement rendered to the property owner or the time given for the property owner to pay is too late in the current year for the charge, when it becomes delinquent, to be extended on that year's tax roll, then the delinquent charge shall be extended to the following year's tax roll.  Interest shall accrue at the rate of 1 1/2 percent per month of charges which remain unpaid. commencing thirty (30) days after the property owner is billed for services by the Village Clerk.

4. Fees Charged for Permits Issued to Municipalities, Agencies, or Other Governmental Organizations. When ever it is requested that the Village of Big Bend grant approvals to any other municipality, agency or other government body and that permit process requires the assistance of the professional staff of the Village, those fees shall also be charged back to the municipality, agency or governmental body seeking the permit.
